Location -- I usually stay here because I need to be on/near the Penn campus and it's extremely convenient for that. It's also close to many shops and restaurants -- several in the same complex, and many others and a food court just a block away on Sansom ... not to mention all the food trucks around. However, if you're doing business in Center City or there to visit Philly, it probably isn't the most convenient location. Parking is pretty much valet, but the subway is only a block away and it's pretty easy to find a cab.
Rooms -- The rooms are always very spacious, as well as the bathrooms. Decor is modern but homey. What I really like about the place is that you get the benefits of a national chain (points, reliability), but it really feels like a smaller hotel ... very quiet and somewhat cozy.
There's a small gym, but nothing to write home about. The restaurant downstairs is decent and has a good breakfast buffet. However, as noted above, there are plenty of other restaurants around. I'd recommend checking out Pod (hip modern sushi place -- I think it's a Stephen Starr restaurant) just outside the downstairs entrance or White Dog Cafe just down the street.
Overall, I highly recommend the Inn at Penn -- it's clearly the best option in West Philly (trust me, I've stayed at the Sheraton too and there's no comparison). It's also not a bad alternative if you need to be downtown but want to get away abit and don't mind commuting back and forth.
